Stars not showing in browser except when logged in to wp-admin

We enabled the option to show the stars but they don't show when loading the site in any browser. They will show when logged in to wp-admin in chrome

Are you still having issues? They look okay to me. It could be a caching issue or a CSS minimization plugin.
